Replace SR 1704 Bridge over Panther Creek
Duplin County, NC
This project includes the replacement of the SR 1704 (Kitty Noecker Road) bridge (Duplin Co. Bridge No. 144) over Panther Creek in an unincorporated area of Duplin County, south west of Pink Hill, NC. An offsite detour was selected for the project using nearby Tapp Farm Road. Special coordination was carried out with utility providers due to the proximity of utilities and their potential for construction concerns.
Rice provided the environmental analysis to complete the project’s environmental document, a Right of Way Consultation to update the project’s earlier environmental document, a Minimum Criteria Checklist (MCDC) under the North Carolina Environmental Policy Act (SEPA). Rice also prepared, community studies, public involvement, an integrated mobility study and provided the field data collection, GIS and cartography.
